Government Experience
An ardent advocate for writing government documents in plain language, Ms. Kennedy has extensive state government experience from her work at the Connecticut Department of Revenue Services (DRS), where she wrote legislation, regulations, rulings, and administrative publications on Connecticut tax law, and managed various agency programs. As a DRS attorney, Ms. Kennedy managed the agency’s regulation projects. In 1998, she started up DRS’s Tax Products Group. In 1995, she started up the agency’s Policy Management Program. She led a 1996 communications project when the agency revamped its strategic plan, served in a lead role on DRS’s 1997 business process reengineering project, and in 2000 helped develop DRS's RFP for a new IT system to process all of the state’s various tax returns. In addition to tax, Ms. Kennedy has worked on such other public policy issues as active transportation; sustainable energy; environment and conservation; e-commerce; gas marketing; corporation business tax credits based on economic development goals; Native American issues; and guidelines for auditing corporations. Education
Ms. Kennedy graduated from the University of Connecticut School of Law in 1992. Before that, she worked in the health field, first for a Texas medical school, then starting up and managing corporate fitness programs for two large corporations. She graduated from Penn State, where she studied exercise science. |
